On November 20, 2019 the Seminar on Human rights organised by the Council of Europe within the Enlarged Partial Agreement on Sport (EPAS) project was held in the European Court of Human Rights in Strasbourg.
The agenda of the Seminar was devoted to general overview of existing tools and initiatives in promoting athletes’ rights, and recent developments on human rights in sport.
Council of Europe T-DO Convention on Whistleblowers’ protection in anti-doping ad-hoc Group Chair Margarita Pakhnotskaya delivered on work and the current advancements reached by the working group on whistleblowers’ right protection. As reported, the number of investigations on possible anti-doping rules violations (related not only to the positive test results) has increased. In most cases, an investigation is opened based on data provided by whistleblowers. Particular attention was also paid to the clause 2.11 introduced in the World Anti-Doping Code 2021 on the protection of individuals reporting anti-doping rule violations.
