The Anti-Doping Hearing Panel of the International Biathlon Union has issued its decisions in the cases of Russian biathletes Mrs Svetlana Sleptsova and Mr Evgeny Ustyugov, who were charged with anti-doping rule violations (ADRVs) based on analytical findings recorded in the Moscow Laboratory Information Management System (LIMS) database in respect of samples collected from them in 2013.
The Hearing Panel has rendered the following decision in regard to Svetlana Sleptsova:
Mrs Svetlana Sleptsova has committed an Article 2.2 ADRV under the 2012 IBU Anti-Doping Rules (use of a prohibited substance, ostarine), for which she is declared ineligible for a period of two (2) years, beginning on the date of the Decision (11 February 2020).
Mrs Svetlana Sleptsova’s competitive results obtained from 22 March 2013 through to the end of the 2013/14 World Cup season shall be disqualified with all of the resulting consequences, including forfeiture of any medals, points and prizes.
Mrs Svetlana Sleptsova shall bear her own costs and expenses relating to these proceedings.
The Hearing Panel has rendered the following decision in regard to Evgeny Ustyugov:
Mr Evgeny Ustyugov has committed an Article 2.2 ADRV under the 2012 IBU Anti-Doping Rules (use of a prohibited substance, oxandrolone), for which he is declared ineligible for a period of two (2) years, beginning on the date of the Decision (13 February 2020).
Mr Evgeny Ustyugov’s competitive results obtained from 27 August 2013 through to the end of the 2013/14 World Cup season shall be disqualified with all of the resulting consequences, including forfeiture of any medals, points and prizes. The consequences include the disqualification of Mr Ustyugov’s results from the Olympic Games 2014, in which he won a gold medal in the relay.
Mr Evgeny Ustyugov shall bear his own costs and expenses relating to these proceedings.
The athletes (or other parties with a right to appeal) have 21 days to appeal the decisions to the Court of Arbitration for Sport (CAS).
