State institution Russian Academy of Education and All-Russian Public Organization “Health of the Nation League” have agreed to establish Non-Commercial Partnership National Anti-Doping Organization “RUSADA” on 21 November 2007. 

Non-Commercial Partnership National Anti-Doping Organization “RUSADA” was included in the Uniform State Register of Legal Entities and started its activity on 11 January 2008.

RUSADA began samples’ collection and shipment on 1 May 2008

RUSADA faced the challenge to ensure the effective doping control of athletes who were going to compete at the Olympic Games in Beijing. It was essential to establish the department of doping-control officers, to train them and to provide with all necessary equipment, to organize samples’ collection and shipment including mission planning, ensuring temperature regime during shipment, etc. The goals were successfully met. More than 3000 samples were collected, educational and methodological materials were developed, published and forwarded to national teams, seminars and certification of national teams’ doctors were conducted.

RUSADA staff took part in the activities of Doping-Control Department and in the educational program Outreach during the Olympic Games in Beijing.

RUSADA developed the National Anti-Doping Rules and received the official confirmation from WADA that the agency meets the requirements of the World Anti-Doping Code.

RUSADA made the translations into Russian of the key documents dedicated the fight against doping and legalized them.

RUSADA joined the Association of National Anti-doping Organizations.

Program of anti-doping activities was launched before the Olympic Games in London in September 2011.

Russian Anti-Doping Agency “RUSADA” obtained certification for compliance with International Standard ISO 9001:2008 and became one of the top 20 National Anti-Doping Agencies who were awarded with the quality certificate.

Program of anti-doping activities was successfully implemented before the Olympic Games in London, starting from September 2011 and continuing until the end of athletes’ arrival in the Olympic Village.

Preparation for anti-doping activities was begun during major sporting events planned for the next years: Rugby 7 World Cup and World Track and Field Championship in Moscow, Universiade in Kazan (2013) and Winter Olympic Games in Sochi (2014).

Russia hosted a number of major sporting events involving RUSADA staff  and setting cooperation between RUSADA and different sports, medical and volunteer organizations.

RUSADA completed samples’ collection at Rugby 7 World Cup, World Track and Field Championship? Summer Universiade and at the number of other major championships.

RUSADA with support of the Ministry of Sport and the Organizing Committee of the Olympic Games in Sochi trained specialists to participate in anti-doping activities in Sochi in 2014.

Non-Commercial Partnership Russian Anti-Doping Organization “RUSADA” was renamed in Association Russian Anti-Doping Agency “RUSADA”.

The Executive Committee of the World Anti-Doping Agency recognized RUSADA non-compliant with World Anti-Doping Code requirements on 18 November 2015 after the report of the Independent Commission headed by Richard Pound.

On November 18, 2015, after the release of WADA’s Independent Pound Commission report, WADA Foundation Board declared RUSADA non-compliant to WADA Code. In December 2015, the functions of planning and conducting testing were transferred to UK Anti-Doping (UKAD), within the framework of the trilateral agreement between UKAD, RUSADA and WADA, and the Roadmap to RUSADA’s compliance status reinstatement was developed..

Since April 2016 recommended international WADA experts have been working in RUSADA, carrying out the reformation and creation of effective anti-doping systems in the Russian Federation.

RUSADA obtained the right to investigate possible cases of anti-doping rules violation and to implement anti-doping educational programs.

In March 2017 a group of 20 potential RUSADA Doping Control Officers (DCO) completed phase one of their training, as part of RUSADA's obligations for obtaining compliance to the World Anti-Doping Code, and its future tasks as the Russian Anti-Doping Agency. The program was organized by RUSADA in cooperation with members of the international anti-doping community, specifically WADA, the UK Anti-Doping Agency UKAD and the Finnish Anti-Doping Agency FINADA. RUSADA is extremely grateful for their professional support and commitment to assist it in working towards compliance and its future work.

In June 2017, RUSADA in coordination with UKAD conducted a second training of 17 future DCO from the Southern Federal District. Also specialists from UKAD conducted training of trainers from among RUSADA’s staff and DCO. Since then RUSADA’s  trainers could conduct training of new DCO autonomously.

On 27 June 2017 RUSADA has been authorized to run tests, using its trained doping control officers (DCOs), under the supervision of WADA-appointed international experts and the British Anti-Doping Agency (UKAD)
