Planning and Conducting Tests

To provide all athletes with an equal opportunity of being tested RUSADA ensures in and out-of- competition testing programs. RUSADA shoulders test distribution planning which covers the whole territory of the Russian Federation. The organization develops Test distribution Program and schedules the number of samples collected for each sport. Following the number of scheduled collections in each sport in line with the Test Distribution Program NADO selects athletes for sample collection. All the three types of testing are used: in and out-of competition as well a target testing. 
Testing is carried out in line with the International Standard for Testing and WADA Code.
In-competition testing is carried out at national and international Events. The selection criteria are identified in advance and are based on the anti-doping regulations of the relevant International Federation of Sport or Event Organizing Committee. Athletes selected for the sample collection procedure shall immediately after the competition provide a sample in accordance with the International Standard for Testing requirements. Samples are analyzed for the presence of Substances prohibited within in-competition period in line with List of Prohibited Substances and Methods. 
Out-of-competition testing is conducted within between competition period and is a priority of the testing Program. Athletes included into out-of-competition testing program are subject to a sample collection procedure at any time and place. Samples are analyzed in compliance with the List of Prohibited Substances and Methods in out-of –competition period. 
Target testing implies athletes’ selection when athletes or groups of athletes are not selected at random and for the fixed time.
As part of its testing program RUSADA develops National Registered Testing Pool in accordance with the WADA Code and constantly updates it. Including athletes into RTP complies with International Standard for Testing and criteria of membership in National teams in Olympic and Paralympic Games, membership in Juvenile teams etc.)
Athletes who undergo ineligibility or are temporally suspended from participating in competition for anti-doping rules violation are also included into RTP. 
RTP Selection Criteria and RPT list of athletes are reviewed annually. 
Athletes included into National RTP undergo a registration procedure, each athlete is informed about being included into RTP and is provided with a set of documents and anti-doping materials. 
RUSADA is authorized to conduct testing within the territory of the Russian Federation of any athlete not included into RTP. RUSADA is also entitled to test International RTP athletes.
